Modify ObsCore to use AAS facility names

Description

Modify dax_obscore to be able use the new AAS facility names based on instrument. One complication is that a single repo will have LATISS and LSSTCam data in it and the facility has to be different between them so can not be a single value in a config (unless we use multiple configs per butler repo).

Small change to modify the configuration to allow a mapping of instrument to facility name, retaining the fallback facility keyboard for compatibility.
