analysis_tools broke pipelines.lsst.io build

https://rubinobs.atlassian.net/browse/DM-37424#icft=DM-37424 added analysis_tools to the pipelines.lsst.io build. Unfortunately, it also broke it, due to missing or incorrectly located documentation for lsst.analysis.tools.Vector:

FileNotFoundError: [Errno 2] No such file or directory: '/j/ws/sqre/infra/documenteer/doc_template/_build/doctree/py-api/lsst.analysis.tools.Vector.doctree'

If the pipelines docs still fail to build tonight, we can open a new ticket for further debugging.

@Jonathan Sick: can you please take a look at this small change? It lets my local analysis_tools complete without warnings, so I hope that it will fix the full pipelines build. This might not be the long-term solution we want though.

I agree that the PR so far doesn't look like it solves the problem, but it's OK to merge.

@Kian-Tat Lim: do you mind reviewing my additions/cleanups of __all__ in analysis_tools, plus one change to the index.rst to cause all relevant warnings to appear? I don't think this will actually fix the build, but we might as well merge it.
