Enable meas_algorithms python API docs

Description

Now that has converted the doxygen in meas_algorithms to numpydoc, we can enable the python API section of the index.rst file there. Besides the one-line addition there, this may require a bit of debugging if there are any remaining build errors in the python docs.

: do you mind doing this small review? These fixes got the meas_algorithms python API docs to build on my local pipelines_lsst_io, and cleaned up some broken sections and links.

I did not go looking for build warnings during this; I think that's better for another ticket.
