ap_verify failed on d_2021_03_24

Description

All three dataset/Butler generation combinations failed with the same error:

ap.verify.ingestion.ingestDataset INFO: Data ingested ap.verify.ap_verify.main INFO: Running pipeline... usage: ap_verify.py [-h] [-c [NAME=VALUE [NAME=VALUE ...]]]                     [-C [CONFIGFILE [CONFIGFILE ...]]] ap_verify.py: error: cannot apply config: invalid syntax (<unknown>, line 1)

Looks like this is due to pipe_base #173.

I have what I believe to be an appropriate fix for the config parser, I am attempting to run the rest of the verification to ensure nothing else fails.

It looks like the message at https://github.com/lsst/ap_pipe/blob/master/python/lsst/ap/pipe/make_apdb.py#L91 should be reworded to make it clear that it's coming from make_apdb. Both and I wasted some time working on the assumption that the message was coming from the main pipeline's parser.
