butler Config merge doesn't with dict despite docstring saying it does.

Description

Ran into problems trying to use it to replace an explicit loop in ctrl_bps code.  Here's a simplified example:

Hopefully that will get you through in the short term. It's definitely fixable to make it look for a Mapping.
