Create script for producing distortion model from Jointcal output

Description

DM-20247: Convert distortion script into more general plotting codeDone got us a script that would compute distortion terms from the jointcal_skywcs output. We want something a bit more generic than that, that we can use to get a distortion model to put in CameraGeometry for each obs package. Instead of blocking the closure of that ticket, I'll do the cleanup work on this one.

Did you have any thoughts about the jupyter notebook? Was it useful in demonstrating the usecase?

I thought the notebook did a good job. I learned some things about pexConfig.load() and makeCameraFromPath() in fact that seem like they'll be useful in the future. I did go take a second look, though, and left a few more comments on GitHub.

My thought in putting it in jointcal is that it really only works on a jointcal-fit WCS with a full-focal plane model at the FOCAL_PLANE->FIELD_ANGLE level.

Ah, okay.  I hadn't thought about that.  Sounds good then.
