Lightly restructure ap_association tasks and create new DiaObject/DiaSource pre-loading task.

As part of we can better future proof subtasks within ap_association by creating a new task to load from the Apdb and lightly restructure other association tasks to take preloaded data instead of loading from the Apdb as needed.
