Switch obs_decam and obs_cfht to astro_metadata_translator

Description

Once DM-15914 merges switch the VisitInfo translators in obs_decam and obs_cfht to use the astro_metadata_translator infrastructure.

thanks for agreeing to look at this. The DECam translations are an evolution of an earlier attempt but using feedback from obs_decam testing. There are some infrastructure enhancments to make it easier to read calibration product files which tend to be lacking in metadata.
